On February 4, 1999, Weifang Shengtai Pharmaceutical Co., Ltd (Weifang Shengtai) was established in Changle County, Weifang City in Shandong Province, China. Immediately thereafter, the company acquired all of the assets of Weifang Fifth Pharmaceutical Plant, a former state owned enterprise.

On February 27, 2006 Shengtai Holding Inc. was established by Weifeng Shengtai's principals in New Jersey. Weifeng Shengtai's ownership was then transferred to Shengtai Holding Inc in June 2006 at which point the company became a wholly foreign owned entity. In May of 2007 ownership of Shengtai Holding Inc. was transferred to West Coast Car Company, making it a wholly owned subsidiary and Weifang Shengtai an indirect wholly-owned subsidiary. Subsequently, Weifang Shengtai's leadership assumed senior management roles at West Coast Car Company, and the company's name was changed to Shengtai Pharmaceutical Inc. on July 30, 2007.
